Heinrich Zemo descends from Helmut Zemo, a notorious Hydra leader whose actions during WWII brought him into direct conflict with Captain America and the Howling Commandos. Helmut was ultimately killed, but his ideology and organizational influence left a lasting legacy.

Unlike his ancestor, whose Hydra was defined by eugenics and military conquest, Heinrich envisioned Hydra as a political machine—an organization that could destabilize and dominate nations gradually, expanding its empire through manipulation, control, and influence.
Hydra’s activities consistently attracted the attention of S.H.I.E.L.D. and its most formidable opposition, the Avengers. To Zemo, S.H.I.E.L.D. was a bureaucratic obstacle. The Avengers, however, were a constant and direct threat—superhumans who disrupted Hydra’s networks, intercepted its technologies, and broke its influence wherever they found it. Zemo came to see the Avengers as reactionaries who opposed Hydra’s pursuit of advanced science and futurist technology. In his eyes, Hydra represented progress, while the Avengers symbolized stagnation and interference.

In his search for an edge, Zemo turned to Hydra’s hidden archives. There, he uncovered a chilling but powerful opportunity: A mutant witch, a victim of society forgotten by history, held captive in secret.
With a fractured mind and a vast arsenal of abilities, this mutant was perfectly suited to become Zemo’s secret weapon. By introducing her into the modern world, Zemo believed he could finally achieve what Hydra had always strived for: the downfall of the Avengers and the ushering in of Hydra’s new era of domination.
Ten years ago, Heinrich Zemo's reign within Hydra came to an end after a decisive defeat at the hands of the Avengers, aided by the Scarlet Witch. Stripped of his position and influence, he was imprisoned in the Raft alongside the remaining members of the Masters, bringing an abrupt conclusion to years spent building one of the world's most dangerous superhuman organizations.
Over the following years, Zemo remained incarcerated, sharing a cell block with Janice Lincoln, the former Beetle and legal representative of the Masters. As the world changed around them, the implementation of the Registration Act dramatically increased the number of superhumans entering the prison system, creating severe overcrowding and forcing the government to search for alternative solutions.
Their opportunity arrived through Wilson Fisk, the Mayor of New York City. Seeking a new generation of state-sponsored superhuman operatives, Fisk offered Zemo a chance few would have expected: freedom in exchange for service. Under the proposal, his sentence would be commuted if he agreed to abandon his criminal identity and operate as an official agent of the United States government.
Recognizing the value of the arrangement, Zemo accepted. His past as a Hydra leader and enemy of the Avengers was officially set aside as he adopted a new public identity: Citizen-V. No longer operating from the shadows as a terrorist or revolutionary, Heinrich now stands at the center of the government's newest superhuman initiative, serving as one of the founding members of the Thunderbolts and becoming the face of an experiment designed to transform former villains into America's newest heroes.
